Dr. James Q. Wilson (late) was Professor Emeritus of Management and Public Administration at UCLA and, before that, the Shattuck Professor of Government at Harvard University. He taught at Boston College and Pepperdine University. He wrote more than a dozen textbooks on bureaucracy, public policy, and political philosophy.
